Tourism and Recreational Angling sub-Measure

IMPORTANT NOTICE

TRAM remains in suspension due to the lack of available funding. Resumption of the Measure during the lifetime of the current NDP (2000-2006) will depend on the availability, or otherwise, of exchequer funding during these years.

Minister's Statement

Under the Tourism and Recreational Angling sub-Measure over €30 million in grant aid has been earmarked for tourism and recreational angling development over the period of the National Development Plan. Eligibility under the measure will be available to a wide cross section of our society, from private sector individuals to Angling Clubs and public-private partnerships.

As Minister I would like to express my sincere appreciation to all who made the previous Tourism Angling Measure of 1994 to 1999 such a great success. I am confident that the skills and competencies developed under this programme will ensure that the Tourism and Recreational Angling sub-Measure will be an outstanding success.

I would urge all stakeholders to co-operate closely to make the most of this unique opportunity and I look forward to seeing further development and marketing of our unique angling product in coming years.

The National Development Plan has four key objectives:

1. To Continue sustainable national economic and employment growth;
2. To consolidate and improve Ireland's international competitiveness;
3. To foster balanced regional development;
4. To promote social inclusion.

The NDP will be implemented through Sectoral and Regional Operational Programmes in both the Border Midland and Western (BMW) Region and the Southern and Eastern (S & E) Region. These programmes support significant expenditure, comprising expenditure which is co-financed by EU Structural Funds, and substantial non co-financed expenditure. The Tourism and Recreational Angling sub-Measure is one of the five sub-measures of the Tourism Measure of the Local Enterprise Development sub-programme and is an Exchequer financed measure. Over €30 million has been allocated to the sub-measure over the period of the NDP.

The Department of the Marine and Natural Resources is the designated implementing body for the sub-measure. The scheme is admistered on the Department's behalf by the Central Fisheries Board.

The Key Objectives:

The overall objectives of the Tourism and Recreational Angling sub-Measure is to develop the angling product in an environmentally beneficial and sustainable way that widens the spatial spread of angling within the Regions, diverts pressure from highly developed areas and increases under-performing region's share of the national tourism and recreational angling revenue.

What is eligible for grant aid?

Angling Projects may be submitted for assistance either as tourism angling or recreational angling proposals.

Over the period of the National Development Plan, funding under the sub-Measure will be targeted as follows among the potential catagories of beneficiary groups:
Public Sector Projects - 65%
Private Sector Projects - 15%
Public/Private Partnership Incentives - 15%
Technical Assistance - 5%

Who may apply for assistance?

Applications will be considered which have been submitted by or on the behalf of:
• Angling Clubs
• Community Groups
• Local Authorities
• Partnership Groups (incl. State/Private Sector partnerships)
• Private sector individuals or companies
• Regional Fisheries Boards

How does the Application Process work?

The Tourism and Recreational Angling sub-Measure Adminstraion Unit will make public calls for applications twice yearly in the press. The five steps below outline the process to granting of aid.

  1. Obtain Guidelines and Application Form.
  2. Complete and return form together with documents by closing date.
  3. Assessment and selection of projects for aid on a competitve (scored) basis is in accordance with pre-determined prioritisation criteria.
  4. Decision to progress or reject application made by initial project assessment committee (for each Regional Operational Programme)
  5. Final decision on application to grant aid by Tourism Project Management Board.

To whom should I Apply / The next Step

Applications should be made by completing the application form and submitting the completed form, together with all supporting documentation, to the manager of the Tourism and Recreational Angling sub-Measure Administration Unit.
